[Chapter-delegates] Map of Chapters

*Feature, not a bug*. This has to be considered as a means of
providing the same level of accessibility for all.
http://klaus-birkenbihl.de/isoc-website-issues.html issue 11
complains since more than a year that this page is barely
accessible (and has low usability 2012-01-10). This was
obviously fixed by abating accessibility to a level where
everybody is affected equally. The measure is part of
ISOCs participation in
http://www.internetsociety.org/doc/internet-accessibility-internet-use-persons-disabilities-moving-forward.
