Dear Vint and All,

Your idea is interesting when there is a cultural/linguistic cohesion in the
related country. 
 
Everyone is free and I guess that, in Canada, it is quite logical to have a
Quebec Chapter with different goals from a Canada Chapter. 
We see the same situation in the Federal State of Belgium: we have a
Wallonia Chapter (speaking French, 1998) and a Flemish Chapter which has
taken the name of Belgium. In Wallonia, we could not acknowledge a "country
authority" coming from a logical co-regional chapter, which is, in our view,
abusively using the name of the country. 
 
The same situation occurs in Spain, as far as I know, with different
chapters, goals and languages in Aragon, Catalonia and Galicia.

By the way, I don't find the list of chapters on ISOC website: I can't click
on the map and the chapters' names are not written on the map in my browser.
Where is that list?

It occurs to me that a formula that has worked successfully in the past in
other organizations has been to have national chapters and local chapters.
The Canadian ISOC could readily for a forum in which local chapters fit in -
leaving room for ISOC Quebec, ISOC Vancouver, etc. The "national/local"
feature might remove confusion about the nature of each. Local chapters are
for local ISOC members (and interested others) to meet and engage while the
National chapter allows for ISOC members without local chapter options to be
part of the Canadian ISOC landscape.

America, may I say that from our point of view it is most important that
ISOC-Quebec retains and develops its Francophone identity.
 
ISOC Quebec is one of the few Francophone chapters outside Africa and
Europe, and is highly valued and should be supported by ISOC as such. 
Furthermore there are other examples of vibrant regional Chapters with a
cultural and linguistic identity.

I applaud ISOC Quebec’s 14 years. My hope is that by starting an ISOC Canada
chapter more interest in Internet issues will be generated in Canada making
it easier for regional chapters within Canada to start up. As I said my
original goal was to start an ISOC Vancouver or British Columbia chapter. I
have not given up on that goal. I expect within a couple of years as ISOC
Canada gets some press and recognition within Canada local city chapters in
the larger cities or provincial chapters will be a natural progression.
There is some precedent within ISOC for national and regional chapters
within a country. I think in Canada this can work very well and will result
in more overall participation and awareness of Internet issues. My vision of
the future is a thriving ISOC community in Canada with at least three or
four regional chapters as well as ISOC Canada.

Hi Kerry,

So how one could explain that ISOC Quebec is still  alive after almost 14
years!
In other words, having nation wide sponsors and members is a good thing, but
it doesn't mean that if they (sponsors ad members) think global, you won't
have to act locally to fullfill ISOC's mission. It doen't mean that national
issues successfully discussed will automatically solve local problems. This
is why I always agreed with ISOC Global on creating cities, states,
provinces and near to the users chapters, especially in North America. It
doesn't mean that there is no room for ISOC Canada. It certainly means that
we need more involvment in Canada, in the regions, territories and
provinces.

having a hard time getting possible sponsor interest. All the sponsors were
more interested in a national chapter. Canada is very nationally oriented

setting up a Vancouver chapter ISOC put me in touch with Glenn and Evan. We
quickly decided to pool our efforts for the reasons Glenn has stated.
Population wise Canada is smaller than California. There are only so many
possible members and sponsors. If several chapters were to chase them it is
unlikely more than one would survive. If we pool resources for a national
chapter which then supports regional sub groups or chapters we have a good
chance of getting more participation for the long term.

A few clarification points 
1. Bylaws
-ISOC  Canada Chapter will have a director from each and every exisiting
and potential chapter
-All sponsorship revenue would be shared equally with each chapter
 
2. National Voice
All telecom issues is governed by the CRTC  not a city or provincial body so
a  Country wide group is wise.
 
3. Interest
Support for the new chapter is across Canada
 
4. Letters of Support
Louis and the ISOC Quebec support the new chapter not the former name  ISOC
Canada Central  which was before.
