[Chapter-delegates] UPDATE: Application to form an ISOC Chapter in Canada (Central)

Hi,

There seems to be a confusion between 'name' and (geographical) 
'scope'. This discussion goes primarly around the 'name', whereas the 
ISOC policy targets IMHO mainly the 'scope'.

The only change in the application was the 'name', whereas the 'scope' 
remained unchanged.

What actually might be considered problematic in this case, is the 
'scope'. Maybe leaving a 'name' of "ISOC Canada Chapter", but change the 
scope to define the exact geographic area covered (preventing 
overlap with Quebec Chapter), could be a way around this possible issue.

Note, with this email I do not intend to express any position on whether 
or not I'd support the current proposal.


Could anybody from the (Board of) Quebec chapter please clarify their view 
on this question?
