I would point out that there is no national chapter in the USA. Similarly
there is no national chapter in India. The stated policy of
non-overlapping geographical chapters is why I argued against ISOC Canada,
suggesting its establishment could set a divisive precedent. Which it
appears to have done. That said, the establishment of a formalized
structure for national chapters with recognized divisions could prove
useful.
