[Chapter-delegates] More support for chapters

Hello,
ISOC Portugal made an upgrade to our website (you can visit it at
www.isoc.pt) using the templates provided by ISOC (we used the Drupal
ones). It was great to have the templates and with the work of one
volunteer (member of the Chapter) the was relatively easy.
We have received from ISOC Europe some support for our events. What is
quite appreciated are several types of gadgets that participants in
meeting always like to receive in addition to the the documentation
(each time we distribute less paper, of course).
