[Chapter-delegates] More support for chapters

It's wonderful discussion. Nepal chapter also would like to join the group. In recent conference meeting with Mr. Naveed Ul Haq, Chapter Manager, APAC bureau, we forwarded various issues on chapter management.  

Nepal chapter also runs an office with a paid admin staff and visible in the society. We are ready to share our experience.
