To break the ice:
- could it be possible for chapters to receive a monthly amount of, lets say, 20hours/week (ie. 1/2 FTE in local currency) to be paid if and only if the chapter performs a minimum of TBD specific actions/month (eg. 1 article /week in the blog, X tweets a day, blog follows ISOC look+feel guidelines, 1 press release is sent every month, 1 public event a month, accounting and tax cleared, .... whatever TBD )
