[Chapter-delegates] (Renewed) Application to form a Chapter in Azerbaijan

The Kenyan Chapter supports the initiative. Since Azerbaijan managed to
successfully host the Internet Governance Forum, there is need for a
Chapter to foster the gains made during the IGF in the local community.
