[Chapter-delegates] my input to the bylaws discussion

The problem was following:
These students come to me and ask abut the procedure - how to become
ISOC.AM members? I told them, that at first they need to register
themselves  (or may I have to do that?) on  ISOC page. But the page was
not ready at that time, or there were problems with registration - do
not remember. In few words, after few attempts I told them, that we
shall resolve this problem. But as you understand, I had no time, they
had no time, and as a result - we do not have today these members. In
general, I do not have rights to reject their written application ( I
have these applications). Any Armenian citizen has rights to be a member
of Armenian NGO -without any limitations and any pre-conditions.
