[Chapter-delegates] my input to the bylaws discussion

Folks
the by-laws committee is watching the discussion, and making sure that it
is taken into account.

As Veni pointed out, however, the timing hasn't turned out to be great. In
my own case I have a couple of major submissions due right now:
- Asia Pacific Telecommunity (ie my ITU region) position in response to
the Au govt request for comment on their proposed position for WCIT
- preparation for my appearance before the government inquiry into new
measures on telecommunications surveillance

that said, I will try to put some notes on the various concepts currently
being floated.
