Hi all ,
We have had this morning an information meeting with the Ministry of telecom , Ancom (Romanian telecom regulator ) and Cert-Ro (goverment cert), concerning Romania's position during WCIT12.
Mister Dan Nica, minister of telecom , has publicly congratulated Internet Society's positions and made a strong statement "Romania is supporting the independence and neutrality of the Internet".
He was clear that Romania will not support ITU proposed changes concerning internet.
Mr Nica agreed to make this position public , starting immediately.
We have been informed in a very structured form about the topics that are on the agenda of ITU meeting in Dubai , and the position of ROmania, EU ( Com-Itu) , Africa, APT, Citel , Arab States and RCC :
- Cybersecurity
- Spamm
- Online Fraud
- Double tax issue
- Dispute solving
- International roaming
- Pricing an accountant principles
- Numerotation ressources
- ICL (international Calling Line) identification
- Quality of service
- Universal and emergency services
- Ip interconnection
Concerning the fight against spam , Isoc ROmania has raised the question concerning IPv6/Ipsec and Dnsssec standards.
It should be possible for ROmania to make a contribution on this topic , if well documented and sent on time (before october ). We also obtained from ICI (in charge of .ro )
Concerning ETNO contribution, there were remarks only on IP interconnection (points 3.1 , 3.2 and new point 4.10 concerning operating Agencies ) , introduced by Etno in the last day. Internet society Romania has however asked about the point 109 of etno contribution , the minister's position was clear .
The Ministry of Telecom, Ancom and Cert-Ro are open to contributions from private sector and civil society until november 2012 (the sooner the better ).
It's an important milestone and a major breakthrough in our national efforts in the policy area. Wee start to see now the importance of Inet 2011 and our national public hearing concerning Acta.
Eduard
