[Chapter-delegates] India Internet Governance Conference underway in New Delhi

I hate to do a double correction but I still lost 30mins. Delhi is EDT+9.5
or UTC+6.5

Thus the session is due to start now. They have switched rooms so the
webcast will be the first one on the page. - the conference room. Still
waiting for it to kick in.
