[Chapter-delegates] ITU docs leaked for Dubai meeting

Whatever happens at upcoming ITU meeting who really cares?
Will the Internet be closed at once? Will nations immediately
set new laws and regulations worldwide into action?
Most likely not.

I run an Internet Exchange (IXP) at Finland. I run perfectly lawful
business and will keep on running it despite what ITU thinks about it.
The IXP will remain open and neutral as long it isn't cleared illegal
activity nationally. If ITU touch peerings and IXP's as proposed,
the core of the Internet, I'm more than happy to wish everyone welcomed
to do neutral peerings at Finland.
