[Chapter-delegates] WCIT Webinar - Summary and Follow-up

Hi everyone, 

There was an error in the slides for the webinar that I have now fixed.  Veni rightly pointed out that the RCC has not endorsed the ETNO proposal and we had indicated that they HAD supported the ETNO position.  Obviously, this is an important detail and has been corrected in the slides.
