Dear Rudi.
This is a milestone achievement for the Netherlands fraternity. Internet
users worldwide would benefit immensely if such a legislation was enacted
globally by all countries. But as Alejandro Pisanty, of Mexico has argued,
Mexico, and other stakeholders in other countries may have issues with such
legislation. The correct methodology would be to engage a wide
constituency of stakeholders so that arguments and concerns by the various
groups are addressed and considered. Each country provides a unique
experiences as well as differences in opinion and these depends on the
understanding of the underlying issues by the legislators as well and those
who lead the process.
In this case, the Netherlands case provides a case study worth emulating
and we would be very interested to learn how the whole process evolved.
