[Chapter-delegates] Appointment of former MPAA CTO Paul Brigner as North American Regional Director of Internet Society

Jason, terribly sorry, but your justification is worse than the 
appointment itself. He has been appointed as regional director, not a 
simple consultant, for crying out loud.
