Hi Ed -- this site was the result of cooperation between ISOC and the Network Startup Resource Center (www.nsrc.org) at the University of Oregon going back to around 2004 (if my memory serves me well). It was originally part of an ISOC education program initiative, and our goal was to provide a home for network training workshop materials. As many of you will know, NSRC also played a big role in many ISOC-supported workshops. NSRC continues to maintain the ws.edu.isoc.org site today - and as you say, it's an excellent resource! I believe there's no problem for Chapters to use any of the materials on the site, but if you have any specific questions about the content, you can contact NSRC at admin at ws.edu.isoc.org.
