[Chapter-delegates] Isoc courses

Dear Elena, we are developing a website with Internet Fundamentals topics
and hopefully in the future other Internet related modules, first its going
to be in spanish, but the translation layer is considered. We would be more
than happy to start coordinating this initiative with you and other
chapters.
