[Chapter-delegates] Application to form an ISOC Chapter in Egypt

This one we will welcome with open hearts.

My congratulations to all of our Egyptian sisters and brothers for their
belief in the necessity of an open and ubiquitous Internet.

Through all the nation rebuilding they are doing right now it is an honour
that they would find remaking the Chapter a priority.

For this I thank them and wish their efforts every success!
