[Chapter-delegates] Application to form an ISOC Chapter in Egypt

Wonderful news!
ISOC-Bulgaria has had relationship with the previous chapter, chaired by 
Tarek Kamel, and it's good to see his efforts continued today. I know 
some of the people there, hope they will be able to bring Egypt back in 
the ISOC family!
