[Chapter-delegates] Internet access differences

Dear Colleagues,

maybe some have been aware that I was not much present recently - I have 
been downgrading my Internet access (making it cheaper) and this results 
in quite some problems.

So I want to share one concern - not from ISOC, but from another 
fellowship of friends - which would be good also to be considered among 
us ISOC Chapter colleagues.
