[Chapter-delegates] China proposes Internet fragmentation via DNS alternate roots

The intention of the proposal is rather obvious and in line with
developments like the great firewall etc.
The same effect could be achieved by allowing only ccTLDs as
TLDs. (The main difference "Domain Name Resolution within AIP
Network" only messes things up. Nobody would use a.b if the
external name is a.b.cn. People travel once and a while. So
storing a.b would be as bad an idea as storing phone numbers
without country code.)
The web would also be affected: IRIs/URIs -being based on the
DNS- would not be unique anymore. This would not only affect
IRI/URIs used as URLs but also all of the Semantic Web. A
IRI/URI has a different meaning depending on where in the
world you are? Strange! 大错!
