[Chapter-delegates] ISOC HK IPv6 Consumer Guide

Dear Charles,

I would like to thank you for the excellent work with the IPv6 consumer
guide. This is quite on time and up-to-date.

If you permit, we want to use it as a introductory training manual for a
new IPv6 course that ISOC Bangladesh chapter initiated at Dhaka University.
We have been looking for similar guides, but most of the stuff that we
found are either out-dated or are unsuitable for using as a training manual.
