[Chapter-delegates] Open Internet Endowment

Dear Alejandro, Marcin, Joly,

this is the nice thing about our possibility to communicate about ISOC 
affairs on our Chapters list - to become aware of something where we - 
the membership - were surely involved in the early discussions but we 
just missed it.
