I am sorry that my report comes only after the 26 July for which you had
asked. But the event about which I want to report happened only on 26
July, and important feedback came after that. - If it is too late --
never mind. Maybe you can use it later? If not -- it is up to you.

Internet Society - Cambodia Chapter -- July 2012
The Cambodia Chapter works - since 2010 - in an environment where a
variety of different Internet related initiatives are actively
operating. We cannot and do not want to replace any, but we try to
introduce concerns of the Internet Society worldwide which are
traditionally not so much seen among a technology oriented Internet
community.
During the past months we published information about developments on
the level of ISOC Global on our own website -- http://www.isoc-kh.org
<http://www.isoc-kh.org/>. It was with this background of the expanding
scope of the Internet Society that some of our members cooperated to
with others towards a panel discussion with an audience of about 100
persons.
The appointment of Markus Kummer as Vice-President of Public Policy was
a sign that the Internet Society is not only concerned with such
important fields as the ones covered by the /Internet Engineering Task
Force/ (/IETF/) and the /Internet/ /Architecture Board (///IAB///)/.
Markus Kummer is promoting policy development related to privacy,
cybersecurity, and network neutrality. In actual fact, this led to the
Internet Society publicly opposing planned legislation for a /Stop
Online Piracy Act/ - SOPA - in the USA, and the welcoming by the
Internet Society for the Adoption of a Resolution on Human Rights and
the Internet by the UN Human Rights Council in July 2012.
The challenge is to bring two different communities closer to each other
-- one is those people dedicated to the expanding use of the Internet by
improving its technological elements and the necessary infrastructure,
and the other is those who put a focus on the concerns for human rights
and freedom of expression.
We are happy to share information saying that this happened in a public
event at the *Cambodian-German Cultural Center Meta House* in Phnom Penh
on 26 July 2012:*"The Intelligent Use of Social Media"* - with two
special rounds on *"/Social Media and Human Rights"/* and *"/Social
Media and Innovation/."* The program contained presentations by the
project coordinator of the Cambodian Freedom of Expression Project of
the Cambodian Center for Human Rights (CCHR), introducing a recently
published report on */"New Media and the Promotion of Human Rights in
Cambodia."/* And there were reports on /"Selective Internet Blocking and
Its Legal Context" /as well as about the fact that /"everyone is a
publisher"/ as everyone can raise their voice publicly.
The plan had been announced on Facebook -
https://www.facebook.com/events/266410463464813/ - which has tens of
thousands of subscribers in Cambodia -- quite more that the 100 members
of our Chapter.

Five of the seven panelists were members of our Chapter -- maybe no
surprise, as the Chapter president had been given a major role in
shaping the whole program. Was it an ISOC Event? No -- we did not have
any financial expenses for this (though we would need some small money
for some other of our needs). Was it for "branding" of our Chapter's
name? No.
But Yes: It engaged a wider public in some of the fundamental concerns
of the Internet Society.
