[Chapter-delegates] WCIT - national preparations

Dear colleagues, 

Last week, we circulated a survey of chapters to learn from them about how their governments are preparing for the WCIT and to give them a chance to describe their own activities.   So far, we have about 15 responses and we are hopeful that we'll get many more!
