[Chapter-delegates] Summary of Feedback - Letter of Affiliation (French and Spanish coming soon).

Hi Everyone,

Thanks to all those who have volunteered both on and off list. This is  
great and we have a good number of volunteers now. As I said in the  
email below, starting this effort is pending the conclusion of the  
Bylaws review.
