[Chapter-delegates] Chapter Toolkit: Tools for Promoting IPv6 and List of Internet Society publications

Dear Colleagues,

With your collective help, we have compiled the 5th publication in the  
Chapter Toolkit series, titled "Tools for Promoting IPv6 Deployment" .  
It was released in draft format earlier this year and has now been  
finalised with the additional of many examples of Chapter activity in  
and around World IPv6 Launch. The toolkit has been sent to the  
translators for translation into Spanish and French.  Many thanks to  
everyone who provided feedback and contributions.
