[Chapter-delegates] Global INET Update

Hi Veni,

ISOC was established officially at KOBE INET conference
in June 1992. The support of U.S government to the academic
network stopped (e.g. funding MERIT, NIC etc, IETF etc)
via project. The infrastructure that connected U.S universities
was passed to be maintained to AT&T corporation and university
charged for the service.
To keep the further  development another form of organization was
looked for. ISOC provided umbrella for IETF, IANA and the users.
