[Chapter-delegates] ISOC submission to EU on ACTA

Actually there is already an ISOC position on ACTA:

Internet Society submission on the European Commission Anti- 
Counterfeiting Trade Agreement (ACTA) Stakeholders' Consultation Meeting

Perhaps we need to follow that up in present circumstances.
