Dear Alejandro

ISOC's (global) representation on this and other issues are moderate,
balanced and in conformity with the norms of diplomacy.

1.  Chapters could participate and respond to these developments in such a
manner that what we decide is in tune with ISOC's beliefs, but as Chapters
largely comprising Individual Users, we have a greater freedom to express,
a little more directly, our views. The involvement of chapters on issues of
this nature could thus be two-fold.  1) being part of the ISOC Global's
position and 2) representing the views of the Chapter members and the local
community members, perhaps after consulting other chapters on the validity
and propriety of the views. The sum total of this 'two'-fold approach is a
complementary whole.

2.  This could not possibly be construed as a US National issue. The
implications of US decisions on Internet Policy stretches beyond its
borders, worldwide. SOPA / PIPA seek intervention on sites that are non-US
sites as well, and naturally US would do extended work on the basis of an
ACT like this to cover the rest of the world with the 'wisdom' enshrined in
the Act.

As far as Internet is concerned, the issues are transnational. That is the
primary reason why I am raising APPARENTLY India-specific issues on this
International forum, at the risk of being reminded by the Government of
India that I am "an Indian first".
