Thank you for the good explanations you carried out.
I agree with you in all the points.
But, I can suggest that although this is necessary to require the participation fee to the attendees for better organization of some events, it would be always fairer to make a different price for nationals of the least developed countries. It is not right that a delegate of sub-Saharan, that we know his difficult living conditions, of paying the same registration fee as an European or an American delegate. One must always consider the regional financial balance like it's done in the UN system.
For our Chapter situation, Ms. Onabel is the fellow delegate selected of our Chapter.
Given the importance of the event, our Chapter wants to be represented at that INET with more than one participant. Thus, my General Secretary and I, are still working to get another sponsor for each of us, hoping it will be successful, at least for one of us.

Thanks for the discussion and feedback!
I'm going to add a few notes of clarification and explanation about the Chapter workshop which I hope will be helpful.
The Chapter travel fellowship is intended to support participation at the Chapters workshop as part of the commitment to Chapter development. Attendance to the Global INET is also included as part of the fellowship and is important, but the travel fellowship programme primarily targets effort to help Chapters with leadership development, membership recruitment, fundraising, capacity building and so forth. This is not a fellowship to the INET with a small side event of a Chapter workshop.
The criteria of the fellowship programme were clearly stated when the programme was launched on 9th December. Specifically we wrote:
• The process to select the candidate from the Chapter involved the Board members of the Chapter;
• The person selected is endorsed by at least 2 Board members of the Chapter;
• The Chapter candidate meets one or more of the following criteria:
• Active member of the Chapter in the last two years;
• Potential future "Next Generation" leader of the Chapter;
• Has never been to an ISOC Chapters workshop.
This has been positively embraced by the majority of Chapters with 90% of people attending who have not attended a workshop before. This is a great response. Some of those "new" people are vice-presidents, some are emerging "young" (20-40) leaders, some are very new leaders. Added to this, some are existing leaders. Planning for succession is important to help sustain Chapters with new ideas, new energy and to ensure continuity. As experienced elders, we have a collective responsibility to mentor the "next generation" of leader(s). This is very much in line with ISOC's core priorities. This is said with no disrespect whatsoever for any existing leaders. It is also important that fellowships to Chapter workshops are shared and not just allocated to one person time and time again so that we can help develop and deepen the Chapter network of connections. We also gave strong encouragement to applications from women.
It is also possible to share a travel fellowship and a number of chapters are doing this. Right now we have an upper limit on space in the room(s) of 100 people. I believe our numbers are currently quite close to this. (Prior to this, our largest workshop was held in Mexico with around 47 participants). As 100 is our maximum, please let us know asap if you are considering to share a travel fellowship with someone.
Once the total number of attendees is known (which should be very soon), we will conduct a survey to get an idea of "needs" and skill levels. We will also work with a small programme committee. Based on feedback from other workshops, emphasis will be to cover the vision and execution as essential ingredients running a chapter. For example, planning and executing projects, applying for grants and fundraising, recruiting members, volunteer management. All interwoven with discussion around ISOC's shared core priorities for 2012 and examples of Chapter successes to be shared and highlighted. We ask that each Chapter fully brief the person that is attending, on what they as a Chapter would consider useful skills and information to come away with.
One final note, the Global INET sessions will be webcast and participation will be available for remote attendees.
