on the question of "a right to the Internet", I have now located the link to the article by Vint Cerf and the ensuing discussion in the grouping of the Internet Governance Caucus. The initial note is in http://lists.cpsr.org/lists/arc/governance/2012-01/msg00012.html and from there you can follow by thread and by date the vigorous and colorful discussion it sparked. There are some statements and thoughts you would really need to consider.

I would also insist on your studying the accumulated wisdom of the Chapters and all other ISOC thinkers and doers.

I am very glad and proud that an ISOC chapter leader is in a position like yours, to exert great influence over the fate of laws and principles in a country as dear as Bolivia. I think you will need to exert great care and foresight to do what is best towards the future. Glad to help if you need and I can be useful.

Dear Alexander,
Thank you very much for your recommendations that I value greatly. As I mentioned in the INET workshop in Costa Rica in December 2010, one of the potential of the Bolivian Chapter ISOC, is to act in the interference in public policy.
I agree that should deepen the debate on Internet and Human Rights.
Bolivia, has a historical particularity: a) A new constitutional framework; b) A new Law on Telecommunications / ICT (driven precisely from Civil Society under my leadership), c) and a tendency to improve their levels of human development that , along with political will, could help in the creation of an Internet Governance model, founded on principles of equity, freedom of expression, universal access and self-regulation.
I think the debate on Internet access as a human right or INTERNET FOR ALL, which goes beyond access to infrastructure, is an opportunity to reinforce the paradigm of network society, in which the broadcast, production and access to information and knowledge as a public good, we obligacrear new ways of living, including more equitable business models network "all contribute, everyone wins" -.
Bolivia is preparing to make a declaration of principles on Internet access to this initiative, promoted by the Foundation NETWORKS ISOC is part of Bolivia, has been well received by the State and prepare for that debate.
I appreciate your support and thoughts. I hope we can continue to exchange communications, but mostly reflections and papers on these topics.
In a second phase, we will convene international experts to discuss these issues, because, we may be calling for the ISOC community.

Estimado Alejandro,
Muchas gracias por tus recomendaciones que valoro mucho. Como comenté en el taller INET de Costa Rica en diciembre de 2010, una de las potencialidades del Capítulo Boliviano ISOC, es la de actuar en la injerencia en políticas públicas.
Coincido en que se debe profundizar el debate sobre INTERNET y los Derechos Humanos.
Bolivia, presenta una particularidad histórica: a) Un nuevo marco constitucional; b) Una nueva Ley de Telecomunicaciones/TIC (impulsada precisamente desde Sociedad Civil bajo mi liderazgo); c) y una tendencia a la mejora de sus niveles de desarrollo humano; que, junto a la voluntad política, podría contribuir en la gestación de un modelo de Gobernanza de Internet, fundado en principios de equidad, bertad de expresión, acceso universal y autoregulación.
Creo que el debate sobre Acceso a Internet como Derecho Humano o INTERNET PARA TODOS -que va más allá del acceso a infraestructura- es una oportunidad para potenciar el paradigma de la sociedad red, en el que la difusión, producción y acceso a información y conocimientos como bien público, nos obligacrear nuevas formas de convivencia -incluyendo modelos de negocios mas equitativos en red "todos aportan, todos ganan"-.
Bolivia, se prepara para realizar una declaración de principios sobre EL ACCESO A INTERNET, esta iniciativa, impulsada por la Fundación REDES que es parte de ISOC Bolivia, ha sido bien recibida por el Estado y nos preparamos para ese debate.
Agradezco tu apoyo y reflexiones. Espero que podamos seguir intercambiando comunicaciones, pero sobre todo reflexiones y documentos sobre estos temas.
En una segunda fase, convocaremos a expertos internacionales a debatir estos asuntos, por cuanto, seguramente estaremos convocando a la comunidad ISOC.

briefly due to hurrying to work:

1. You could make good use of the ISOC statement against DNS blocking and filtering.

2. On "right to Internet", there was this last week a very intense discussion in the "governance" list (Internet Governance Caucus), sparked by a speech given by Vint Cerf and widely published. You will find lots of good arguments by careful study. My own conclusion remains that it is unhealthy or at least premature for a national government to go all out and declare ar right to the Internet (to what? access, contents, free, paid, subsidized... big issues here) especially if the State does not have money to just do the big giveaway - sustainably, legally, and without killing businesses.

Others in this beautiful community of ISOC chapters have provided arguments in that same discussion and for much longer. I hope others can fill you in with the URLs etc. of the most relevant contents (I will try in a few hours as well.)

Estimados colegas,
La Fundación REDES, que apoya a ISOC Bolivia, sostuvo ayer una importante reunión con Representantes de la Agencia para el Desarrollo de la Sociedad de la Información (ADSIB) de la Vicepresidencia del Estado y que además administra el nombre de dominio .bo; con la finalidad de discutir los alcances y proyecciones de la promoción de INTERNET COMO UN DERECHO HUMANO; INTERNET PARA TODOS como parte de la Política Pública y de reivindicaciones que promovemos varios actores de Sociedad Civil.
Les pedimos encarecidamente, que nos comenten cuáles son las posturas que se están asumiendo desde ISOC al respecto.
Si bien, nosotros estamos planteando INTERNET COMO DERECHO HUMANO, INTERNET PARA TODOS como consigna, varios actores de ISOC Chapter Bolivia estamos preocupados por las noticias que surgen respecto a la aprobación de SOPA en EEUU y sus posibles injerencias contra la libertad de expresión y la censura global de la Red. Nos interesa saber que piensan los expertos al respecto.
En una semana, convocaremos a un diálogo entre Actores Nacionales del Sector TIC e Internet para debatir este tema (Internet Para Todos), y seguramente, saldrá una declaración también sobre SOPA; por cuanto valoramos sus recomendaciones a la brevedad posible.
Aprovecho para comentar que tenemos la oportunidad de promover una publicación masiva conjunta entre Fundación REDES, ADSIB e ISOC-Bolivia, por cuanto sería ideal, que nos autoricen a reproducir el documento titulado EL ECOSISTEMA DE INTERNET que se complementaría con una explicación de la GOBERNANZA DE INTERNET; con miras a promover la construcción de opinión pública favorable sobre la Gobernanza de Internet en Bolivia.
