[Chapter-delegates] INET registration

Agree with you Eduardo,

I attended INET in New York last year and there was a minimal fee of US $10
attached which I did not mind paying because it went toward chapter
development.

But I do think that such fees (big or small) are a limiting factor to
attendance and should be made optional.
