[Chapter-delegates] Latest version of the Guide for the AMS Chapter Portal

Dear Colleagues,

As many of you are currently updating and reviewing your Chapter  
membership data as part of the travel fellowship process, I am  
attaching the latest version of the guide for the AMS Chapter Portal
