Dear Frederic,
thank you very much for very important information.
Definitions are the roots, on this roots it is possible to create
appropriate regulation. Proposed definitions are very interesting. But
"best current practice" in any definition  looks nonnative. Because in
this case one can ask - what do you  mean, when you say "best current
practice". In this situation, if you compare  ITU 1988  Blue Book
definitions with proposed definitions, possible to say that ITU
definitions have more weight. I think it a serious problem.
