Why make complicated when we can make simple ?
Instead of specifying a (maybe different ) an external license for every piece of Internetsociety.org content, one  can add a mention in the affiliation document.
"Chapters are encouraged (or free) to use (and translate if nedded)  Internet Society's content".
I don't have a law background , but reading CC i understand that if we use it, we give a free pass to use not only to chapters , but to  anyone ?

I'm sorry. Not abundantly clear to me. My understanding is that CC
explicitly permits use for any purpose with only the BY, NC, ND, or SA
restrictions as specified by the licensor. There's nothing there that
dispels me of that.
