[Chapter-delegates] Website Template Update

+1 .  (Though I see space for improvement in what we (ISOC.DE) use
today:) based on the experience with http://www.internetsociety.org/ -
while always an optimist - I wonder about quality in first place
rather than the delivery date for drupal and wp. It is very important
that we avoid to multiply the problems that we see today with
http://www.internetsociety.org/ by spreading them into the chapters world.
