[Chapter-delegates] Network neutrality - your feedback needed

Hello,

We are now consulting amendments to Polish Telecommunication
Law. One of the subjects raised was whether and how to put
provisions regarding "network neutrality" (as vague as this 
termin is) into the law.

Our chapter has been asked to provide some information
on the legislative situation in other countries.

We have now some information about:

France — proposed legislation 
Germany — proposed legislation 
the Netherlands — passed legislation 
Spain — proposed legislation

and Chile, Canada, Norway, the United States are notably
missing from the list.

Thanks to the place provided by the Romanian
Chapter I have put all information we have collected
so far on the MediaWiki:

We need your feedback so please include information
from your respective countries if you can.
Don't worry too much about formatting on translation  
(would be nice but links to actual proposals/resolutions
