[Chapter-delegates] Correction!! Net Neutrality may become part of the Swiss Legislation soon

This statement needs correction. Slovenian law for electronic 
communications recently adopted by the
Parliament is based on the declaration of the network neutrality. There 
is a special article declaring the
neutrality of the communication networks.
