In the matter of "human rights", there's good text/formulation put forward by
POLAND, with the support of Brazil, Cyprus, Hungary, Finland, Netherlands,
Norway, Slovakia, Slovenia, Sweden, Tunisia, etc. ... viz: "While implementing
these Regulations Member States shall take into account their international
obligations in relation to universal human rights."
Fudge? Possibly. OTOH, you could look at it that way, but consider .. it
addresse the problem of "member states" supporting that particular issue, while
at the same time remaining sufficiently high-level, non-intrusive and
non-mandatory, that it works to diffuse crticism that those who "oppose" are
against the underlying principle. This (text/formulation) would work as well
against other "motherhood" trial baloons such as -- environment, access for
diferntly-abled, etc.
Put plainly, those states in favor of regulation are employing every
motherhood (ad misericordiam) issue into the discourse in order to justify
further regulation. National delegations are (painfully) aware of these
"motherhood" pressures and should be encouraged to find and support solutions
such as the Poland proposal re: Security above.
