This is a very welcome development.
I have been involved in promoting local exchange points in Cambodia,
many years before ISOC-KH came into existence, since the time when there
were only three ISPs in the country (and I was responsible for the
first). - Now we have a dozen different ISPs (with numbers slightly
changing during the last year, with mergers and new arrivals) - but we
have now three IX points operating in the country on the basis of mutual
agreements.
