This so called 'ban' is restricting civil servants inside the central
government secretariat, where most ministries are located, on using
facebook during office hours on the government network.  think of it
as corporate IT policy for the government - not a national policy.
People can still use their phones for Facebook.

I think the public are rather indifferent :).
