[Chapter-delegates] ISOC chapters' declaration

Christoper,
This is a joint effort of many people, so while I personally appreciate
your edits, i don't think we'll have the energy to incorporate them, as
well as other suggested changes, during the hot and vacation month of
August. some of the chapters' presidents are actually already on vacation.
