[Chapter-delegates] timeline of internet - global and local - proposal

Dear Desiree,

Yes, Chapters could explore the Wayback machine and look for archived
information on the webpages of their early ISPs / Government Agencies to
compile information about the early years of Internet in their respective
countries.

Email was available from post offices in India as early as 1990, and we had
a network called "I-Net",  which was Internet on text. I don't find this
information on http://nsrc.org So it needs some local research. We will do
it.
