[Chapter-delegates] timeline of internet - global and local - proposal

Hi Lynn

1. Local Chapters collect info for local Timeline
2. ISOC can take the presentation of Dr. Kleinrock as base and and info
3. ISOC mix 1 and 2 :) in a global timeline.

A team with members from chapters and ISOC to follow up and add more info.
