[Chapter-delegates] By-laws discussion during the Global INET

which is going to cause a few people to have very hurried lunches..

However, as for actual participation the official mechanism is yet to be
established. Livestream does allow one to set a related twitter hashtag so
I will link that session to
#isocbylaws<https://twitter.com/#!/search/realtime/%23isocbylaws> and,
if nothing else surfaces swir=tch on livestream chat. As you know Cintra,
it is also possible to check in to the stream. on fb. I also have an
informal backchannel on skype which can be joined by friending me at userid
'punkcast' and asking.But a preferred venue for comment should be
established, and probably will over the course of Monday.

I'm not clear why webex is not being used in this respect, and perhaps it
will be.
