[Chapter-delegates] [ISOC] By-Laws Update

Ann,

I can see what the By-laws committee was aiming for, but the responses 
and ideas presented could become a bit scattered with this scenario. 
Perhaps there might also be a "consolidated list" to which all responses 
are forwarded?
