[Chapter-delegates] By-Laws Update

Dear Eric,
In your suggestions there is a point about suggestions for improvement
the definition of the Chapter. May it will be better receive all
suggestions, and only after that open separate chapter-bylaw mailing list?
I have some doubts, that there is a difference between Chapter and
Organization Members, because according to proposed definition "Chapters
are group of individual members...".
Is it a non-formal group without a bylaw? In that case not necessary to
separate this group from ISOC, this group can act inside ISOC global as
a group.
If it has its own bylaw, it is an organization, so it is an
Organization Member.
