Dear Raúl,

thanks for your good mail -- this mail and your previous one are very 
helpful and I am satisfied to look ahead to a good future.

To avoid misunderstandings, I would just like to add some notes.

Agreed. Some of the past mailings show that we were not expecting quick 
brief replies from the board -- but we were not sure for a long time 
whether or not the Board is even reading the concerns expressed.

Your response clarified this. I hope that attention from the Board, as 
you said, will follow, not only to the recently raised questions, but to 
long standing concerns which did not get any responsive action (just 
some examples: Christopher Wilkinson referred to issues raised in the 
ISOC region of Europe, or Klaus Birkenbihl pointed to a working 
instrument for raising and following through on software problem items 
on a special database program which had been created and briefly used in 
the ISOC fellowship, but it does not seem to get timely staff attention 
since a long time, though this has been raised repeatedly).

But beyond such procedural concerns, we look forward to the fundamental 
issues about the setup of ISOC members/chapters/regions/global, which 
will surely receive attention related to the proposed Bylaws revisions: 
in your words "the relationship between ISOC's staff (including regional 
bureaus) and chapters, I hope we can have a separate discussion from the 
bylaws discussion for this very important topic."

Unfortunately it has taken more time than expected to have ready the publication of the bylaws changes proposal (food for thoughts). As Chair of the Board, I assume the responsibility for that delay. I hope that everything will be on the air not longer than Tuesday or Wednesday.

There is another discussion taking place on this list that is even more interesting than the bylaws that is the relationship between ISOC's staff (including regional bureaus) and chapters, I hope we can have a separate discussion from the bylaws discussion for this very important topic.
I have my own opinions on this issue, but I find more important to listen the members' opinions at this moment.
